POSITION SUMMARY
The Land Use & Enforcement Officer is responsible for enforcing the Town of Bethany’s zoning regulations, inland wetlands and watercourses regulations. This position provides technical, administrative, and field support to the Planning & Zoning Commission and Inland Wetlands Commission, Zoning Board of Appeals, and the First Selectman. The Officer serves as the Inland Wetlands Agent for the Town and works to ensure orderly land use, environmental protection, and compliance with all applicable state and local land use statutes and ordinances.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Serve as Inland Wetlands Agent for the Town; review, issue, and enforce wetlands permits.
- Review zoning, subdivision, building, and development permit applications for compliance with Town and State regulations.
- Certify zoning compliance for building permits; issue zoning and sign permits as appropriate.
- Investigate zoning, wetlands, and conservation complaints; issue notices of violation, cease-and-desist orders, and citations; and initiate enforcement actions in consultation with the Town Attorney.
- Conduct field inspections of development sites, wetlands, conservation easements, and open space to ensure compliance with permits, approvals, and conditions.
- Assist applicants, residents, staff, and consultants by providing technical information and guidance on zoning, wetlands, and conservation requirements.
- Prepare reports, correspondence, enforcement letters, legal notices, maps, and communications for land use commissions and the First Selectman.
- Maintain official records of permits, enforcement actions, applications, and commission activities.
- Provide staff support to the Planning & Zoning Commission, Inland Wetland Commission, and Zoning Board of Appeals, including attendance at meetings, preparation of agendas, and assistance with applications.
- Collaborate with the Town Attorney on enforcement cases and litigation related to zoning or wetlands.
- Assist with periodic review, drafting, and amendment of Bethany’s land use and environmental regulations.
- Perform additional related duties as assigned by the First Selectman.
QUALIFICATIONS, KNOWLEDGE, SKILLS, AND ABILITIES
Education and Experience:
- Bachelor’s degree in environmental science, Natural Resources, Public Administration, or related field.
- At least two (2) years of progressively responsible experience in zoning, wetlands, planning, conservation, or related municipal enforcement work; or equivalent combination of education and experience.
- Certification as a Connecticut Zoning Enforcement Officer (CAZEO) preferred; must obtain within 18 months of hire.
- Connecticut DEEP Inland Wetlands Agent certification required; must obtain within one (1) year of hire.
- Valid Connecticut driver’s license and reliable transportation.
Knowledge of:
- Knowledge of Connecticut General Statutes related to zoning, planning, inland wetlands and watercourses, and land use enforcement.
- Ability to interpret and apply zoning regulations, wetlands statutes, site and subdivision plans, environmental reports, and legal requirements.
- Familiarity with soils, wetlands functions and values, erosion and sedimentation control measures, and conservation practices.
Skills and Abilities:
- Strong interpersonal and customer service skills, including the ability to explain regulations clearly and work effectively with the public, contractors, engineers, attorneys, and government agencies.
- Ability to analyze, document, and resolve enforcement matters in a fair and consistent manner.
- Competency with Microsoft Office Suite (Word, Excel, PowerPoint), GIS mapping, and other planning software.
- Strong written and oral communication skills, including preparation of reports, notices, and public presentations.
- Ability to work independently, manage multiple priorities, and meet deadlines.
- Physical ability to perform field inspections, including walking on uneven terrain in various weather conditions.
- Ability to attend and support evening meetings.
WORK ENVIRONMENT AND SCHEDULE
- This position is based at Town Hall and requires regular interaction with employees, department heads, and the public.
- Standard office hours apply; however, evening or weekend work will be required for meetings, events, or emergency municipal operations.
- Occasional travel may be necessary for training, professional development, or municipal business.
COMPENSATION
- Salary range: $60,000-$70,000
This is a full-time, appointed position with benefits in accordance with Town of Bethany personnel policies.
