Inland-Wetlands Enforcement Officer

GENERAL DUTIES:
Performs duties related to the administrative, interpretive and investigative activities to enforce all of the State and Town’s Inland Wetland regulations including Soil Erosion Control Regulations. Performs field inspections and enforcement actions for the Inland Wetlands Commission, reviews permit applications and serves as enforcement agent.
HOURS OF WORK:
Approximately ten hours per work. Hours will vary based upon amount of work required and scheduled meetings.
SPECIFIC DUTIES:
· Plans, supervises and participates in the delivery of comprehensive environmental services.
· Attend and comment on various agenda items at Inland-Wetland meetings. Help commission avoid procedural defects, liability, legal problems and unfairness in the use and interpretation of their regulations.
· Prior to meeting, review applications for completeness. Write pertinent comments for each application. Review minuets, action taken at previous meeting. Formulate strategy and course of action, recommendations to commission as to necessary actions. Advise Health Administrator and conservation secretary as to interpretation, and implementation of wetland regulations and commission procedure.
· Explain and interprets local wetland regulations for general public.
· Perform wetland site visits for purposes of field inspection of new application for review by the conservation Commission, and also for investigation of complaints of illegal disturbing of wetland areas. To assist the public in evaluation of location or treatment of wetland in regard to potential regulated activity.
· Investigate and research Inland-Wetlands complaints of illegal activity in connection with current or upcoming applications.
· Work with commission and consultant on revision of local Inland-Wetland regulations.
· Final C.O. inspections for wetland and soil erosion.
· Read and comprehend erosion control ordinance, principles, and practices.
· Perform erosion control site visits to field check existing conditions in order to issue a grand permit, to verify with erosion control conditions and measures, to inspect for compliance with all final measures in regard to final certificate of occupancy. To investigate any unauthorized earth-moving activities.
· Review erosion control measures \for all proposed subdivisions for Planning Commission and write reports to the commission.
MINIMUM QUALIFICATIONS:
Bachelor’s degree in science, geology, or related field of study or at least three (3) years of work experience related to wetlands and erosion control. CTDEEP Wetlands Certification preferred, or obtained within one year of employment.
OTHER
- Positiion requires extensive work outdoors and exposure to inclement weather conditions including heat, cold, rain or snow.
- Position requires a valid drivers license.
- Ability to communicate effectively.
- Ability to deal with multiple responsibilities and to meet deadlines.
