Land Use Enforcement Officer Opening

 

The Town of Sherman is hiring a full time Land Use Enforcement Officer.  This is a full time position with comprehensive benefits including paid vacation time and sick and personal days, medical, dental, vision insurance, life and long term disability insurance, along with a defined contribution plan with town match.

This position reports to the First Selectman, the Planning and Zoning Commission, and the Inland Wetlands Commission. This position enforces all zoning and inland wetlands regulations: provides advice and counsel; investigates and acts on complaints; and ensures that all related records are maintained. This person is expected to attend occasional evening meetings.

 

Duties and Responsibilities:

  • Reviews all planned construction activity to ensure compliance with municipal zoning and inland wetlands regulations.
  • Reviews and approves zoning and building permit applications for zoning and inland wetlands compliance and disapproves incomplete or non-compliant activities.
  • Consults with applicants, contractors, architects, and engineers on problems with applications and/or changes which must be made.
  • Receives and reviews all erosion and sediment control plans for compliance with Town of Sherman Erosion and Sediment Control Regulations and corresponding State guidelines.
  • Inspects all erosion and sediment control sites and enforces regulations and assesses violations.
  • Administers and implements the provisions of the Town of Sherman Ordinance and FEMA regulations relating to flood plain activities.
  • Prepares appropriate documentation in the prescribed manner to accompany escalation of disputes to higher levels.
  • Identifies activities within Sherman that require application to and approval of the Planning & Zoning and/or Inland Wetlands commissions, and advises offenders accordingly.
  • Takes appropriate action to halt non-complying activities with in Sherman.
  • Coordinates enforcement activities with other Town agencies.
  • Attends monthly and special meetings of the Planning & Zoning and Inland Wetlands Commissions and prepares and presents reports on zoning and inland wetlands activities within Sherman.
  • Monitors compliance and assists with the development of the budget along with preparation of corresponding reports.
  • Designee for the ordinance of driveways intersecting town roads.

 

Knowledge, Skills, Qualifications:

  • Bachelor’s degree.
  • CAZEO certification or ability to obtain CAZEO certification.
  • Thorough knowledge of state and local zoning and inland wetlands regulations.
  • Ability to read and interpret building plans, zoning maps, and other technical documentation.
  • Accuracy and attention to detail.
  • Ability to use GIS software applications, basic knowledge of PC word processing, database, and internet applications.

 

Working Conditions:

  • May work in a physical environment with unpleasant or disagreeable conditions such as high noise levels, exposure to heat or cold.
  • Potential for exposure to biohazardous conditions such as the risk of fumes or airborne particles, and/or toxic and caustic chemicals.
  • Working hours significantly beyond regularly scheduled hours.
  • Travel to off-site locations.
